[CSEMSmail] Change in fuel taxes

 I want to make sure that all agencies have received notice that they will
have to start paying both federal and state taxes on fuel. If your agency is
getting buying fuel directly from your locality, there should be no affect
on your agency's taxes. The state will reimburse your agency for the taxes
but the IRS will not. This is apparently a federal law that took effect at
the first of this calendar year.
