[CSEMSmail] Protocol Field Guide Distribution Update

The CSEMS Council took delivery of the first batch of field guides Thursday.
The field guides were packaged for distribution Thursday evening.  This
morning, the field guides are being delivered to the distribution points.
Because we only received a partial order of the field guides, not all
agencies will be able to pick up field guides today.
 
As field guides are delivered to the distribution points, the availability
the guides will be updated on the CSEMS Council protocol page.

The rest of the order is scheduled to be delivered to the Council on
Tuesday.  The remaining field guides will be sent to the distribution points
on Wednesday, August 2.
